Saudi Arabia Introduces all-inclusive Hajj Packages from Bangalore for 2027
Hajj agencies assisting pilgrims from other countries will be able to secure their accommodation, transportation, meals and services at holy sites under one contract for the 2027 season, according to a package announced by Saudi Arabia’s Ministry of Hajj and Umrah.
The package, dubbed the “all-inclusive package”, replaces individual service contracts. Pilgrims’ affairs offices and Hajj agencies will be able to make one electronic request that includes all of the required services and Hajj packages from Bangalore from the time pilgrims arrive in the Kingdom until they depart.
The ministry stated that this would “make processes easier”, increase transparency and help to “clarify the contractual relationship” between agencies, pilgrims’ offices and service companies.
It will cover four main areas; services at the holy sites, accommodations in Makkah and Madinah, transportation and meals. Some Hajj packages from Bangalore may also add optional services to customise packages for different pilgrim groups.
In the past, organisers had to agree separate contracts with each supplier. The new system instead compiles those services into one request submitted for pilgrims’ entire journey, the ministry said. That allows everyone involved to see exactly what services are included in their contracts and how they will be provided.
The rollout is part of preparatory efforts for next year’s Hajj season, which will take place in 2027, and supports objectives laid out in Saudi Vision 2030 and the Programme to Develop the Pilgrim Experience.
The package builds on Nusuk Masar, an initiative launched in June 2024 which connects pilgrims, staff members, service companies and pilgrims’ affairs offices. Through the platform, service providers can design flexible Hajj packages from Bangalore and finalise contracts digitally, rather than through separate channels.
Data from the General Authority for Statistics showed that 1,546,655 of the 1,707,301 pilgrims who visited Saudi Arabia for Hajj last season were from outside the Kingdom. That compares to 160,646 domestic pilgrims.
The Pilgrim Experience Programme aims to enable the Kingdom to welcome 30 million Umrah pilgrims by 2030, while increasing pilgrim satisfaction to 90 per cent in the same year. Uplifting the experience of pilgrims before they arrive in the Kingdom and during their stay has been a focus since its announcement.
The ministry had previously unveiled the calendar for Umrah this year and launched services to qualify agents and final contracts through Nusuk Masar. The ministry typically releases Hajj Packages from Bangalore 2027 gradually, starting with contracting requirements and closer to the season providing more specific operational details for the holy sites.
